TURKEY PROTESTS TO GREECE OVER 'KURDISTAN MAP'

The Foreign Ministry has protested to neighboring Greece after a map showing Turkey's Southeast as part of a hypothetical Kurdish state was displayed at a seminar organized by the Greek General Staff, officials said.

Greek Ambassador in Ankara George Yennimatas was summoned to the Foreign Ministry, where Turkish diplomats expressed Ankara's concerns over the incident, ministry officials said. Further initiatives will be taken this week in Athens. Turkish Ambassador Tahsin Burcuğlu will convey Turkish unease to Greek authorities.

The seminar took place July 3-7 in Athens and was hosted by the Greek General Staff. A participant, identified as Professor Mazis, displayed a map of Turkey and the Middle East, showing Turkey's southeast as part of a "Free Kurdistan." It also showed Iraq divided into three and Israel in its pre-1967 borders. The same map caused tension in the past when it was shown in a NATO seminar.

Turkey's military attaché in Athens, Col. Atilla Şirin, who was also attending the seminar, walked out of the meeting, saying neither the map nor the presentation of Professor Mazis was based on facts.

Professor Mazis works for the Defense Analysis Institute, an organization supported and financed by the Greek General Staff and the Defense Ministry, private NTV said.

Relations between Turkey and Greece have been traditionally tense but an earthquake-triggered rapprochement since the last decade has helped the two countries begin tackling their problems, mostly relating to situation in Cyprus and territorial disputes in the Aegean.

"We want relations with Turkey to improve and get on track completely," Greek Prime Minister Costas Karamanlis was quoted as saying in a speech over the weekend. "Greece wants its region to be a region of peace and stability and therefore wants good relations with Turkey."

OYAK rides the gravy train in northern Iraq

While Chief of General Staff Gen. Yaşar Büyükanıt repeatedly argues that a cross-border operation against the outlawed Kurdistan Workers' Party (PKK) is necessary to severe its support from northern Iraq, the Armed Forces Pension Fund (OYAK) is gleaning ever-increasing profits from its businesses in and with Iraq.

Of the 1,200 Turkish firms participating in the Reconstruction of Iraq, OYAK has had the biggest piece of the pie. The firm has been selling cement produced in its facilities in Mardin, Adana, Bolu and Ünye to Iraq and exporting iron bars there from its steel and iron plants in İskenderun and Ereğli (Erdemir).

The fact that OYAK has received great revenues from the reconstruction of Iraq, following on from the US-led invasion in 2003, can be seen from the freight passing through the Habur border crossing. OYAK employs subcont-ractors in its trade connections and sells cement, construction materials, paper and other important materials to northern Iraq.

OYTAŞ, a subsidiary of OYAK, is supplying cement and reinforcement iron for the construction of supplementary facilities for the parliament building, the ministerial housing units and the police department building for the quasi-autonomous Kurdish government in northern Iraq. The OYAK subsidiary paper production unit is reportedly selling paper to Xebat daily, a pro-Kurdistan Democratic Party (KDP) newspaper.

The number of companies currently doing business in northern Iraq now sits at 600. An impressive 95 percent of this $2.8-billion market is controlled by Turkish companies. Across Iraq as a whole about 1,200 Turkish companies in total are conducting business. Of the Turkish firms operating in northern Iraq, 150 have undertaken big contracting jobs in Arbil and Sulaimaniya.

Reportedly 380 out of the 500 foreign companies operating in Arbil are Turkish, and about 65 percent of tenders, amounting to $350 million, were awarded to Turkish companies in Dohuk in 2007. Two airports, amounting to $350 million and $300 million in Arbil and Sulaimaniya, respectively, are being constructed by Turkish companies. Moreover the tender for the construction of a $260 million university in Sulaimaniya was awarded to Turkish companies.

Turkish firms are also active in Zaho, Akre and Behdinan. The infrastructure work undertaken by Turkish firms in northern Iraq was worth $240 million in 2003, rising to $767.1 million in 2004 and $1.5 billion in 2005. In their reconstruction work Turkish firms often establish partnerships with Kurdish counterparts in northern Iraq.

The OYAK Group, however, avoids direct trade with Iraq, but conducts its business through subcontractors such as Bakra and Başkent Uluslararası Nakliyat and Dış Ticaret Ltd Şirketi, RE-BA Dış Ticaret Ltd. Şirketi, Nur Ticaret, Fefoğlu, Yüksel, Barkınlar, Saki İthalat and İhracat Gümrükleme Nakliyat Sınır Ticareti, etc. The transportation of materials exported by OYAK to northern Iraq is operated by Has Nakliyat. Construction materials sent by OYAK are stored in the UN storage depot, located near İbrahim Halil Highway, in Zaho.

OYAK recently won the tender for the jet runway next to Hewler International Airport. In addition to this $300 million project, OYTAŞ is supplying cement and reinforcement iron to Turkish companies operating in Arbil and Sulaimaniya. Moreover, it is reported that the tenders for the construction of Dohuk Airport and for the road construction between Hewler and Kirkuk have been awarded to OYTAŞ.

In OYAK’s annual report for the year 2003, when the US-led invasion of Iraq started, total sales were YTL 6.4 million, and the total trade volume was YTL 33.4 million, while the total equity was YTL 2.2 million. It seems that OYAK has had the lion’s share from the reconstruction of Iraq as its exports rose from $1.3 million to $2.1 million in 2004. In 2005, OYAK’s total income was YTL 10.6 million and total exports amounted to $1.7 million.
Reportedly, the annual trade volume of Baksa and Başkent Uluslararası Nakliyat and Dış Ticaret Ltd. Şirketi, RE-BA Dış Ticaret Ltd. Şirketi, Nur Ticaret, Fefeoğlu, Yüksel, Barkınlar, Saki İthalat and İhracat, through which OYAK sells cement and iron reinforcement to northern Iraq, amounts to $15 million.

As Turkey’s exports to Iraq exceed $3 billion, the Habur border crossing that connects the two countries has turned into construction gateway. Almost all exports pass through this gate. As an alternative to Habur, Turkey planned to construct the Ovaköy border gate, 15 kilometers from Habur, in 2003. However, after Parliament voted against the March 1 motion -- which would have allowed US troops to enter Iraq from Turkish soil in the 2003 invasion -- this project was shelved.

Turkey later sought new alternatives to Habur. As the Kurdish groups, led by Kurdistan Democratic Party (KDP) leader Massoud Barzani, started to demand fees of $300-400 from Turkish truck drivers and with more than 100 drivers having been killed in Iraq since the start of the US-led invasion, Turkey decided to build a border gate in Nusaybin, as an alternative to Habur. Under this project the area would be cleared of landmines and a secure route to Iraq would be sought, but the fate of this gate is still unknown.

The daily number of trucks passing through the gate was 2,500-3,000 before the Iraqi invasion, but now that figure sits at 500-750. Despite this drop in the number of trucks crossing the border, trade between Turkey and Iraq is booming. Turkey’s exports to Iraq have steeply risen in parallel to the increasing reconstruction work in northern Iraq.

The history of Turkey’s exports to Iraq are as follows: $371.2 million in 2000; increasing to $839 million in 2001; dipping to $649 million in 2002 before the invasion; shooting back up again to $829 million in 2003, the year of the invasion; then $1.82 billion in 2004; $2.75 billion in 2005; and an impressive $3 billion in 2006.

Une histoire d'amour israélienne

IL N'Y A PAS EU un tel miracle depuis la résurrection de Jésus-Christ : un mort enterré dans une grotte est revenu à la vie.

L'"Option jordanienne" a abandonné son fantôme il y a presque vingt ans. Même auparavant, elle n'a jamais été en très bonne forme. Mais en 1988, quelque temps après l'éclatement de la première Intifada, elle a été officiellement enterrée par rien moins que Sa Majesté le roi Hussein lui-même. Il annonça qu'il avait renoncé à toute revendication sur la Cisjordanie.

Ce fut une mort pitoyable. Il n'y a pas eu de vraies funérailles. Shimon Pérès, un de ses pères, a prétendu ne pas connaître la défunte. Yitzhak Rabin a tourné le dos. De la poussière elle est issue, à la poussière elle est retournée.

Et maintenant, soudain, elle semble être revenue à la vie. Trois plumitifs distraits ont prétendu l'avoir vue de leurs propres yeux. Pas à Emmaüs, où les trois apôtres de Jésus ont vu leur maître ressuscité, mais à Washington, capitale du monde !


L'HISTOIRE d'amour israélienne avec la dynastie hachémite a commencé il y a trois générations. (Hachim était le fondateur de la famille de La Mecque à laquelle appartenait le prophète Mahomet.)

Pendant la deuxième guerre mondiale, l'Irak s'est rebellé contre le roi hachémite, qui lui avait été imposé par les Britanniques à l'époque où ils avaient installé une autre branche de la famille en Transjordanie. Le roi irakien et son entourage s'enfuirent en Palestine. Ils y furent chaleureusement accueillis par la direction sioniste, qui leur fournit une station de radio secrète sur le Mont Carmel. Je l'ai appris de nombreuses années plus tard d'une personne directement impliquée, le ministre Eliyahou Sassoon.

L'armée britannique réinstalla les Hachémites au pouvoir à Bagdad. Mais, comme Sassoon l'a ajouté avec regret, elle ne fut pas payée de retour : immédiatement après leur rétablissement au pouvoir, ils adoptèrent une ligne anti-sioniste extrême. A ce propos, l'organisation clandestine Irgoun coopérait à l'époque avec les Britanniques, et son commandant, David Raziel, fut tué en Irak au cours de l'opération.

Issam Sartaoui, un des dirigeants de l'OLP, réfugié de Saint-Jean-d'Acre qui grandit en Irak, a plus tard déclaré que, quand les Hachémites sont revenus à Bagdad, les Britanniques organisèrent un massacre des Juifs afin de leur assurer une popularité nationaliste. Les documents sur cet épisode tristement célèbre sont toujours gardés secrets dans les archives britanniques.

Mais les relations avec les Hachémites se poursuivirent. La veille de la guerre de 1948, la direction sioniste est restée en étroit contact avec le roi Abdallah de Transjordanie. Entre le roi et Golda Meir, plusieurs plans secrets furent concoctés, mais, le moment venu, le roi n'osa pas briser la solidarité arabe, et alors il a lui aussi envahi la Palestine. On a affirmé que ceci avait été fait en coordination étroite avec David Ben Gourion. Et en effet, la nouvelle armée israélienne a évité d'attaquer les forces jordaniennes (sauf dans la zone de Latrun, dans une tentative d'ouvrir la route de Jérusalem-Ouest assiégée.)

La coopération entre Abdallah et Ben Gourion a porté le fruit espéré : le territoire qui avait été alloué par les Nations unies à l'Etat arabe palestinien putatif fut partagé entre Israël et le royaume de Jordanie (la bande de Gaza fut donnée à l'Egypte). L'Etat palestinien n'a pas vu le jour et la coopération israélo-jordanienne s'est développée. Elle s'est poursuivie après que le roi Abdallah fut assassiné sur les lieux saints de Jérusalem et que son petit-fils, le jeune Hussein, eut pris sa place.

À cette époque, la vague du nationalisme pan-arabe était au plus haut, et Gamal Abd-el-Nasser, son prophète, était l'idole du monde arabe. Le peuple palestinien, qui avait été privé d'identité politique, voyait aussi son salut dans une entité arabe. Il existait un danger que le roi jordanien soit renversé à tout moment, mais Israël annonça que, si cela arrivait, l'armée israélienne entrerait en Jordanie sur le champ. Le roi est resté sur le trône soutenu par les baïonnettes israéliennes.

Les choses ont atteint leur apogée pendant Septembre noir (1970), quand Hussein écrasa les forces de l'OLP dans le sang et le feu. Les Syriens accoururent à leur secours et commencèrent à franchir la frontière. En coordination avec Henry Kissinger, Golda Meir lança un ultimatum : si les Syriens ne se retiraient pas immédiatement, l'armée israélienne entrerait. Les Syriens abandonnèrent, le roi était sauvé. Les forces de l'OLP allèrent au Liban.

Au plus fort de la crise, à la Knesset, j'ai appelé le gouvernement israélien à adopter l'attitude inverse : permettre aux Palestiniens de Cisjordanie d'installer un Etat palestinien à côté d'Israël. Des années après, Ariel Sharon me dit qu'il avait proposé la même chose au cours des délibérations secrètes de l'état-major général. (Plus tard, Sharon me demanda d'organiser une rencontre entre lui et Yasser Arafat afin de discuter le plan suivant : renverser le régime en Jordanie pour y installer l'Etat palestinien au lieu de le faire en Cisjordanie. Arafat refusa de le rencontrer et dévoila la proposition au roi.)


L'OPTION JORDANIENNE était plus qu'un concept politique – c'était une histoire d'amour. Pendant des décennies, presque tous les dirigeants israéliens s'en sont entichés – de Chaïm Weizmann à David Ben Gourion, de Golda à Pérès.

Qu'avait donc la famille hachémite qui séduisait l'establishment sioniste et israélien ?

Au cours des années, j'ai entendu beaucoup d'arguments apparemment rationnels. Mais je suis convaincu qu'au fond ils n'étaient pas du tout rationnels. La seule vertu décisive de la dynastie hachémite était – et est toujours – très simple : ils ne sont pas palestiniens.

Dès sa naissance, le mouvement sioniste a vécu dans le déni total du problème palestinien. Aussi longtemps que possible, il a nié l'existence même du peuple palestinien. Depuis que cela s'est avéré ridicule, il nie l'existence d'un partenaire palestinien pour la paix. De toute façon, il nie la possibilité d'un Etat palestinien viable à côté d'Israël.

Ce déni a de profondes racines dans l'inconscient du mouvement sioniste et de la direction israélienne. Le sionisme a tout fait pour la création d'un foyer national juif dans un pays dans lequel un autre peuple vivait. Comme le sionisme était un mouvement idéaliste imbu de profondes valeurs morales, il ne pouvait pas supporter l'idée qu'il commettait une injustice historique à l'égard d'un autre peuple. Il lui fallait supprimer et dénier le sentiment de culpabilité engendré par ce fait.

Les sentiments de culpabilité inconscients ont été aggravés par la guerre de 1948, dans laquelle plus de la moitié des Palestiniens furent séparés de leurs terres. L'idée de donner la Cisjordanie au royaume hachémite reposait sur l'illusion qu'il n'y a pas de peuple palestinien ("Ils sont tous Arabes !"), donc celui-ci ne pouvait subir aucune injustice.

L'Option jordanienne est un euphémisme. Son vrai nom est "Option anti-palestinienne". Rien d'autre. Tout le reste est sans importance.


CELA PEUT expliquer le fait curieux que, depuis la guerre de 1967, aucun effort n'ait été fait pour réaliser cette "option". Les grands prêtres de l'Option jordanienne, qui la prêchaient du haut de toutes les collines, n'ont même pas levé le petit doigt pour la promouvoir. Au contraire, ils ont tout fait pour empêcher sa réalisation.

Par exemple : pendant la première période de Yitzhak Rabin au poste de Premier ministre, après la guerre de 1973, Henry Kissinger eut une brillante idée : rendre la ville de Jéricho au roi Hussein. Ainsi, un fait accompli (en français dans le texte ndt) aurait été établi : le drapeau hachémite aurait flotté sur le territoire de la Cisjordanie.

Quand le ministre des Affaires étrangères Yigal Allon fit cette proposition à Rabin, il essuya un refus catégorique. Golda Meir avait promis à son époque que de nouvelles élections auraient lieu avant que tout territoire occupé soit rendu aux Arabes. "Je ne suis pas prêt à faire des élections pour Jéricho !" s'exclama Rabin.

Même chose quand Shimon Pérès, parvenu à un accord secret avec le roi Hussein, en apporta le résultat final au Premier ministre d'alors, Yitzhak Shamir. Shamir jeta l'accord à la poubelle.

("Vous être confrontés à un choix difficile", ai-je un jour ironisé dans un débat à la Knesset, "soit ne pas rendre les territoires occupés à la Jordanie, soit ne pas les rendre aux Palestiniens.")


UN DES aspects intéressants de cette longue histoire d'amour est qu'aucun des amoureux israéliens n'a jamais pris la peine de regarder le problème depuis l'autre côté. Au plus profond d'eux-mêmes, ils méprisaient les Jordaniens comme ils méprisaient tous les Arabes.

Au milieu des années 80, j'ai reçu une invitation non officielle en Jordanie, alors officiellement encore "pays ennemi". Certes, je suis entré avec un passeport plutôt douteux mais, une fois entré, je me suis inscrit en tant que journaliste israélien. Comme j'étais le premier Israélien à circuler à Amman ouvertement, en déclarant mon identité, j'ai beaucoup attiré l'attention dans les plus hautes sphères.

Un personnage important du gouvernement m'invita à dîner dans un restaurant chic. Sur une nappe en papier, il dessina la carte de la Jordanie et m'expliqua tout le problème en un mot.

"Nous sommes entourés de pays qui sont très différents les uns des autres. Ici se trouve l'Israël sioniste et ici la Syrie nationaliste. En Cisjordanie, les tendances radicales se développent et, dans le Liban tout proche, il y a un régime conservateur sectaire. Voici l'Irak laïque de Saddam Hussein et voici la religieuse Arabie saoudite. De toutes ces directions, les idées affluent en Jordanie. Nous les absorbons toutes. Mais nous ne pouvons nous quereller avec aucun de nos voisins. Quand nous nous tournons un peu vers la Syrie, le jour suivant nous devons faire un geste envers l'Arabie saoudite. Quand nous nous rapprochons d'Israël, nous devons rapidement rassurer l'Irak."

Conclusion évidente : l'Option jordanienne était une folie dès le début. Mais personne dans la direction israélienne n'a saisi cela. Comme le sage Boutros Boutros-Ghali me l'a dit un jour : "Vous avez en Israël les plus grands experts en affaires arabes. Ils ont lu tous les livres et tous les articles. Ils savent tout, et ne comprennent rien – parce qu'ils n'ont pas vécu un seul jour dans un pays arabe."


LES VIEILLES AMOURS ne meurent pas. Certes, la première Intifada a mis de côté l'Option jordanienne et les dirigeants d'Israël ont flirté avec l'Option palestinienne. Mais leur coeur n'avait pas changé et ils ont agi comme s'ils étaient poussés par un démon. Cela explique pourquoi aucun effort sérieux n'a été fait pour mettre en œuvre l'accord d'Oslo et amener le processus à sa conclusion logique : un Etat palestinien à côté d'Israël.

Aujourd'hui, soudain, les gens parlent à nouveau de la Jordanie. Peut-être pourrait-on demander au roi Abdallah II d'envoyer son armée en Cisjordanie pour combattre le Hamas ? Peut-être pourrions-nous noyer la "solution des deux Etats" dans une fédération jordano-palestinienne qui permettrait aux Jordaniens de reprendre la Cisjordanie ?

Le roi a été consterné. C'est vraiment ce qu'il lui faut ! Intégrer la population palestinienne turbulente et divisée dans son royaume ! Ouvrir la frontière à un nouveau flux de réfugiés et d'immigrants ! Il s'est empressé de dénier toute participation à ce projet.

Fédération ? C'est tout à fait possible, a-t-il dit – mais seulement après qu'un Etat palestinien libre aura vu le jour, pas avant, et certainement pas à sa place. Alors les citoyens peuvent décider librement.

Un livre fameux de l'auteur israélien Yehoshua Kenaz a pour titre : "Retrouver les amours perdues". Mais il semble que ce vieil amour soit parti pour toujours.

MISINFORMATION, BIAS IN FAVOUR OF IRAQI KURDS AND LIES!!

Re: Explosion in the Turkmen town of AMIRLI

Amirli is a town in the centre of an area inhabited by the Turkmen BAYAT tribe since at least 800 years. No Kurd has ever lived in that town or its surrounding, as all this area is a well-known Turkmen area in Iraq, inhabited ONLY by TURKMENS.

When your correspondents Hala Gorani from Baghdad and your newsreaders Shihab Ratansi and Ratisla Vassileva are reporting about the horrible explosion of yesterday which killed over 150 innocent TURKMENS and injured over 200 TURKMENS and which caused the destruction of their houses and shops in Amerli, they are misinforming the international public opinion by reporting that Amerli is a locality inhabited by Shia Turkmens and Kurds. This is a lie and intentional misinformation as Kurds have never inhabited AMIRLI or its surroundings. In fact, this region is part of TURKMENELI, it is a Turkmen land and it has been inhabited by the Turkmen BAYAT tribe for the past 800 years.

The only possibility that Kurds were among the victims in Amirli is that they were the terrorists who caused the explosion.

Stop your pro-Kurdish propaganda and check your sources twice before you put the information on air.

Do not rely any more on Kurdish sources for information about what is happening in TURKMENELI, the Turkmen region of Iraq, as Kurds are trying to kurdify the Turkmen region by adding the name 'Kurds' to everything happening in Turkmeneli.

We know that after four and half years of illegal occupation of Iraq your so-called independent free reporters and journalists from Baghdad continue to be embedded with occupation forces and that they cannot investigate anything independently on their own, they are always relying on the occupation and Kurdish sources on Iraqi side. This is not independent, free and informative journalism, you are misleading and misinforming the public opinion about Iraq since decades and especially since the occupation of the country by the Anglo-Saxon forces in March 2003.

This is a wake-up call to you CNN people, start reporting the truth if you really are an independent and free information media!

Sunni Arab guerrillas, unable to operate as effectively in Baghdad because of the US troop surge, had a suicide bomber drive a truck loaded with explosives into a market in a village on the fringes of the northern city of Tuz Khurmato and detonate his payload. As I write, authorities had counted 130 dead bodies, many of them women and children, and relatives reported another 20 dead. Another 250 or so were wounded, some of them badly, according to the Arabic daily al-Hayat.

The latter says Iraqis are referring to the bombing as "the Turkmen massacre." Some 40 homes, 20 shops, and a dozen automobiles were also destroyed.Like the detonation of the minarets at the al-Askariya shrine in Samarra recently, this act of terrorism had a strategic purpose. First, even 160,000 US troops cannot provide security to the whole country.

The guerrillas are announcing that if they are prevented from operating in the Karrada neighborhood of Baghdad, they will just shift operations to Samarra (an hour's drive due north of Baghdad) or Tuz Khurmato.

Moreover, they are saying that they are just as capable of waving a red flag in front of the Shiite bull even if they aren't in Baghdad. Thus, they hit a sacred Shiite shrine again at Samarra. And Tuz Khurmato is a largely Shiite Turkmen city of some 63,000, surrounded by villages with a similar composition, like the one that was blown up Saturday. Although Turkmen Shiites had in earlier decades been removed from the formal, clerically-dominated Shiism of Najaf, practicing instead a folk religion, in the 1990s Ayatollah Muhammad Sadiq al-Sadr reached out to them and brought many of them into orthodox Twelver Shiism.

Arab Shiites now feel solidarity with them, and on occasion young cleric Muqtada al-Sadr has sent Mahdi Army fighters up to protect them. The Badr Corps of the Supreme Islamic Iraqi Council has also attempted to attract their loyalty. Prime Minister Nuri al-Maliki denounced the bombing as the work of Sunni extremists who declare that Shiite Muslims are actually infidels.

CARNAGE IN TURKMEN TOWN OF AMIRLI

There was a horrific carnage Saturday when a truck bomb devastated the public market in Amirli, a town north of the capital whose inhabitants are mostly Shiites from the Turkoman ethnic minority.

There was still confusion over the death toll.

Two police officers — Col. Sherzad Abdullah and Col. Abbas Mohammed Amin — said 150 people were killed. Other officials put the death toll at 115. Abbas al-Bayati, a Shiite Turkoman lawmaker, told reporters in Baghdad that 130 had died.

Regardless of the precise figure, the attack was clearly among the deadliest in Iraq in months. It reinforced suspicions that al-Qaida extremists were moving north to less protected regions beyond the U.S. security crackdown in Baghdad and on the capital's northern doorstep.

In a joint statement, U.S. Ambassador Ryan Crocker and U.S. military commander Gen. David Petraeus said the attack against the Turkoman Shiites was "another sad example of the nature of the enemy and their use of indiscriminate violence to kill innocent citizens."

Turkish military air ambulances evacuated 21 people wounded in the attack for treatment in Turkish hospitals, the country's Foreign Ministry said. Turkey feels special responsibility for its ethnic brethren, the Turkoman, who speak a Turkic language.

During a news conference Sunday in Baghdad, al-Bayati criticized the security situation in Amirli, saying its police force had only 30 members and that the Interior Ministry had finally responded to requests for reinforcements only two days before the attack.

In the absence of enough security forces, al-Bayati said authorities should help residents "arm themselves" for their own protection.
