New Topic in Iraq: Disputes on the Presidency and its Impact on Politics

Speaker of Iraq's Council of Representatives Usama al-Nujayfi has stated that the vacant seat of Iraqi President Jalal Talabani, who has been away from his post due to serious health problems, cannot remain unfilled.

Following his statement, a new topic of debate arose in Iraq, which is heading towards the electoral process and where disputes on electoral law still prevail. Al-Nujayfi asserted that a new president must be elected if Talabani cannot continue in the position.

Disputes on the presidency: In Iraq, political positions are assigned according to ethnicity and sect or religion, as they are in Lebanon. The post-2003 Iraqi president was Kurdish, the prime minister was Shiite and the speaker of the parliament was Sunni, both in the administrations formed by the US and in the elected government. As a matter of fact, the balance between these authorities has been maintained, and two deputy positions have also been assigned for each authority. Thus, while one of the deputies of the Kurdish president was Shiite, the other was Sunni; one of the deputies of the Shiite prime minister was Sunni, and the other was Kurdish; similarly, while one of the deputies of the Sunni speaker of parliament was Kurdish, the other was Shiite.

However, demands and suggestions not to give the presidential post to a Kurd were raised due to the possibility that Talabani might not maintain his position as president after suffering a stroke in December 2012 and the problematic relations between the Kurdistan Regional Government (KRG) and Iraq's central government. It appears that both Shiite and Sunni Arabs in Iraq took a stand that the new president should be of Arab origin. What is really at issue is not only an Arab taking the presidential post, but that Sunni Arabs desire the position because Vice President Tariq al-Hashimi is abroad due to the murder accusations against him. On the other hand, Shiite Arabs, the majority of the country's population, seek to take the presidential post as well. However, it might be asserted that certain nationalist Shiite Arabs lean towards the idea of a Sunni Arab president in the absence of a Shiite Arab president since Iraq is a country with a majority Arab population.

Disputes on leadership in the Patriotic Union of Kurdistan (PUK): If Talabani leaves his post as president, the existing leadership disputes within the PUK, of which Talabani is leader, will worsen. PUK is currently split within itself. The distance and competition within the PUK between Kosrat Rasul Ali, Hero Talabani, Barham Salih and Molla Bahtiyar have become especially clear. It is expected that PUK will hold a congress to elect a new leader in the near future.

Disputes on candidacy in Kurdish internal politics: If Talabani does leave his presidential position, a dispute on the choice of a presidential candidate will probably add to disputes in Kurdish politics over whether a Kurdish candidate will hold the presidential post. Talabani was elected president in accordance with the agreement between the Kurdistan Democratic Party (KDP) of Massoud Barzani, president of Iraq's autonomous Kurdistan region, and PUK.

The competition within PUK which might occur in the post-Talabani period may damage the presidential alliance between the KDP and PUK. On the other hand, the Islamist parties and especially the Goran Movement, which are against the KDP-PUK coalition in the KRG, would also like to have a voice in the selection of a presidential candidate. In that case, several presidential candidates could appear among the Kurds, and there might be disagreement on the subject.

Impacts on Kurdish internal politics: The uncertainty which will arise in a post-Talabani PUK would have a negative impact also on the internal politics of the KRG. This situation might be a setback for the formation of a government after the elections which will be held in the KRG on Sept. 21, 2013. According to a strategic agreement signed between the KDP and PUK in 2004, both parties will alternately head the KRG government for two years. During the post-2013 political process in the KRG, PUK was in power for only two years, while the KDP was in power for eight years. However, after the elections of 2013, PUK's ranking as the third party after Goran, as well as the competition within PUK, may have damaged the KDP-PUK coalition. Even though KDP officials state that the coalition with PUK will continue, considering the number of deputies in the Goran Movement and Islamist parties, it appears that the new government will have a structure different from that of the KDP-PUK coalition. In that case, a broad-based government including all political parties will probably be formed as in the central government of Iraq.

Impacts on local politics: Developments taking place in a post-Talabani PUK would have significant effects on the areas under PUK control. More clearly, there might be some changes in local politics in Kirkuk, where PUK has a much bigger influence than the KDP and in Sulaymaniyah, which is controlled by PUK. As a result of the split within PUK, different areas of control might appear under PUK leaders in Sulaymaniyah and Kirkuk. Furthermore, PUK's loss of integrated power after a split within the party might lead to the expansion of other parties' areas. The Goran Movement's power and area of influence especially might increase in Sulaymaniyah and more importantly, PUK's loss of power would be an advantage for the KDP, which seeks to increase its dominance in Kirkuk. In that case, the KDP could possibly move against PUK.

In conclusion, if it is understood that Talabani can no longer hold the presidential post, it is possible that this situation will lead to some major changes in the internal politics of Iraq, the KRG and PUK. These changes could create new dynamics, and these dynamics could create new conflicts and crisis points. It might be expected that these crises and conflicting interests will even have an impact on foreign politics.

Irak Parlamento Başkanı Usame Nuceyfi, Irak Cumhurbaşkanı Celal Talabani’nin yerinin boş kalmaya devam edemeyeceğini açıkladı. Bu açıklamanın ardından seçim sürecine geçme aşamasında olan ve seçim yasası tartışmalarının yaşandığı Irak’ta yeni bir gündem maddesi daha ortaya çıktı. Nuceyfi, Celal Talabani’nin sağlık durum hakkında bilgi alındıktan sonra eğer Celal Talabani görevine devam edemeyecekse yeni cumhurbaşkanının seçilmesi gerektiğini belirtti. Ancak Celal Talabani’nin bu durumu sadece Irak Cumhurbaşkanlığı makamının doldurulmasına ilişkin bir meseleden ibaret değildir. Celal Talabani’nin sağlık durumuna ilişkin görevlerini yerine getiremeyeceğine yönelik yapılacak bir açıklama Irak’ta yeni cumhurbaşkanının yeniden seçilmesini gündeme taşıyacağı gibi, Celal Talabani’nin lideri olduğu KYB içerisindeki dengeler ve hükümet kurma sürecine girecek olan Irak Kürt Bölgesel Yönetimi (IKBY) açısından da önemli olacaktır. Bu faktörlerin ayrı ayrı ele alınması, Irak’ta önümüzdeki kritik sürece ışık tutacaktır.

Cumhurbaşkanlığı Tartışmaları: Irak’ta anayasal bir uygulama olmasa da fiili durum itibariyle Lübnan’da olduğu gibi makamların etnisite ve mezhepsel/dini paylaşıma göre yapıldığını söylemek yanlış olmayacaktır. 2003’ten sonraki duruma bakıldığında hem ABD tarafından oluşturulan yönetimler hem de seçimler sonucu kurulan hükümetlerde cumhurbaşkanı Kürt, başbakan Şii, parlamento başkanı da Sünni olmuştur. Hatta sayılan bu makamlar arasında da denge gözetilmiş, her makam için iki yardımcı pozisyonu teşkil edilmiştir. Böylece Kürt olan cumhurbaşkanının yardımcılarından biri Şii diğeri Sünni, Şii olan başbakanın yardımcılarından bir Sünni diğer Kürt, Sünni olan parlamento başkanının yardımcılarından bir Kürt diğeri Şii olmuştur. Ancak Celal Talabani’nin Aralık 2012’de beyin kanaması geçirdikten sonra görevine devam edemeyeceği ihtimalinin ortaya çıkması ve IKBY ile Irak merkezi hükümeti arasında yaşanan sorunlu ilişkiler nedeniyle, cumhurbaşkanlığı makamının Kürtlere verilmemesi yönünde talepler ve öneriler ortaya çıkmıştır. Bu süreçten sonra Irak’ta hem Şii hem de Sünni Araplar Irak’ın yeni cumhurbaşkanının bir Arap olması gerektiği yönünde tavır almış görünmektedir. Burada temel mesele sadece bir Arap’ın cumhurbaşkanı olması değil, Irak Cumhurbaşkanı Yardımcısı Tarık El-Haşimi’nin hakkındaki terör suçlamalarından dolayı yurt dışında olması nedeniyle Sünni Arapların bu makamı istemesidir. Diğer taraftan ülkedeki nüfus çoğunluğunu elinde bulunduran Şii Araplar da cumhurbaşkanlığı makamını istemektedir. Hatta bazı milliyetçi Şii Arapların da cumhurbaşkanının Şii Araplardan olmasa bile Irak’ın Arapların çoğunlukta yaşadığı bir ülke olması nedeniyle Sünni Arap bir cumhurbaşkanına sıcak baktıkları söylenebilir. Ancak Irak’ta cumhurbaşkanı seçimlerinin yeniden bir gündem oluşturması, Irak’taki var olan siyasi istikrarsızlığı ve şiddeti körükleyebilecektir.

KYB’de Başkanlık Tartışmaları: Celal Talabani’nin cumhurbaşkanlığını bırakması durumunda KYB içerisinde zaten var olan başkanlık tartışmaları daha da alevlenecektir. KYB içerisinde mevcut durumda bir bölünmüşlük söz konusudur. Özellikle KYB içerisinde Kosrat Resul, Hero Talabani, Berham Salih ve Molla Bahtiyar arasında ayrışma ve çekişme net olarak belirginleşmiştir. KYB’nin yakın zaman içerisinde yeni lideri seçmek için bir kongre yapması beklenmektedir. Bu kongrede KYB içerisindeki güçlü adaylar arasında yaşanacak liderlik yarışı ve olası ittifaklar KYB’nin geleceğine de şekil verebilecek düzeydedir. Bu kongrede alınacak sonucun KYB’yi de partisel olarak bölebileceği gibi, parti içerisinden yaşanacak kopmalar sonucu yeni partilerin ortaya çıkması ya da Goran Hareketi’ne geçişler muhtemel gözükmektedir.

Kürt İç Siyasetinde Adaylık Tartışmaları: Celal Talabani’nin cumhurbaşkanlığı görevini bırakması durumunda Kürt iç siyaseti açısından da yeni cumhurbaşkanının Kürtlere verilip verilmeyeceği tartışmalarına ek olarak cumhurbaşkanı adayının belirlenmesi konusunda bir tartışmanın yaşanması muhtemeldir. KDP ve KYB arasındaki anlaşmaya dayanarak Celal Talabani cumhurbaşkanı olmuştur. İki ana Kürt partisinden biri IKBY, diğeri Irak genel siyaseti üzerine eğilmiştir. Celal Talabani sonrası KYB içerisinde yaşanacak çekişmenin KDP ve KYB arasındaki cumhurbaşkanlığına ilişkin olan ittifaka zarar verebilir. Bu durumda yeni cumhurbaşkanı adayının KDP’den olması ya da KDP tarafından desteklenen bir kişi olması, KDP’ye yönelik olarak IKBY içerisinde tek parti yönetimine gittiğine yönelik eleştirilerin ve KDP karşıtlığının yükselmesi muhtemel gözükmektedir. KDP’nin KYB ile cumhurbaşkanlığı konusundaki ittifakını sürdürmesi durumunda bile KYB içerisinde aday belirleme konusunda problemler yaşanabilir. Zira daha önce de ifade edildiği gibi, KYB içerisindeki güçlü aktörler arasında bir ayrışma vardır. Bu ayrışmanın cumhurbaşkanı adayının belirlenmesi konusunda sorun yaratması muhtemeldir. Bununla birlikte IKBY’deki KDP-KYB işbirliğine karşı çıkan başta Goran Hareketi olmak üzere muhalefette yer alan İslamcı partiler de cumhurbaşkanı adayının belirlenmesi konusunda söz sahibi olmak isteyecektir. Bu durumda Kürtler arasında birden fazla cumhurbaşkanı adayının ortaya çıkması ve bu konuda bir anlaşma sağlanamaması ihtimal dahilindedir.

Kürt İç Siyasetine Etkisi: Celal Talabani’nin sonrası KYB’de yaşanacak belirsizlik IKBY’nin iç siyasetini de olumsuz yönde etkileyecektir. Bu durum 21 Eylül 2013’te IKBY’de yapılan seçimler sonrası hükümet kurma çalışmalarını sekteye uğratabilir. KDP ve KYB arasında 2004’te imzalanan stratejik anlaşmaya göre, iki parti arasında ikişer yıllık dönemler halinde IKBY hükümetine başkanlık yapması düşünülmüştür. Ancak IKBY’nin 2003’ten sonraki siyasi süreci içerisinde KYB sadece 2 yıl hükümeti yönetebilmiş, geri kalan 8 yıl KDP tarafından yürütülmüştür. Ancak 2013’te yapılan seçimler sonrasında KYB’nin üçüncü parti olarak ortaya çıkması ve KYB içerisindeki çekişme, KDP-KYB ittifakına zarar verebilir. Her ne kadar KDP yetkilileri KYB ile ittifakın devam edeceğini açıklamış olsa da Goran Hareketi ve İslamcı partilerin elde ettiği milletvekili sayıları göz önünde bulundurulduğunda yeni hükümetin KDP-KYB işbirliğinden farklı bir yapıda ortaya çıkacağını gösterir niteliktedir. Bu durumda Irak merkezi hükümetinde olduğu gibi seçimde milletvekili elde eden bütün siyasi partilerin içerisinde yer aldığı geniş tabanlı bir hükümetin kurulması muhtemel durumdadır. Bu durum itibariyle KYB’nin IKBY hükümeti etkisi oldukça düşecektir. KYB’nin Goran Hareketi’nin ardından hem üçüncü parti olması hem de İslamcıların KYB’den sadece 2 milletvekili az almış olması düşünüldüğünde, IKBY iç siyasetinde farklılaşmanın ortaya çıkması muhtemeldir.

Yerel Siyaset Üzerindeki Etkisi: Celal Talabani sonrasında KYB içerisinde yaşanacak gelişmeler, KYB’nin kontrol ettiği alanlara ilişkin olarak önemli sonuçlar ortaya çıkaracaktır. Daha açık bir ifadeyle KYB’nin kontrolünde olan Süleymaniye ve KYB etkisinin KDP’ye nazara çok daha ağır olduğu Kerkük’teki yerel siyasette değişimler yaşanabilir. KYB içerisindeki bölünmeyle birlikte Süleymaniye ve Kerkük’te KYB liderlerinin kontrolünde farklı hakimiyet alanları ortaya çıkabilecektir. Daha da ötesinde KYB içerisindeki bölünmenin etkisiyle birlikte KYB’nin bütüncül gücünü kaybetmesi, diğer partilerin etki alanlarının genişlemesine yol açabilir. Özellikle Süleymaniye’de Goran Hareketi’nin güçlenmesi ve etki alanının genişlemesi söz konusu olabileceği gibi daha da önemlisi KYB’nin güç kaybetmesi Kerkük’teki ağırlığını arttırmak isteyen KDP’ye avantaj sağlayacaktır. Bu durumda KDP’nin KYB’ye karşı hamleler yapması muhtemeldir.

Sonuç olarak Celal Talabani’nin görevini yerine getiremeyeceğinin anlaşılmasıyla bu durumun Irak, IKBY ve KYB’nin iç siyasetinde önemli değişikliklere yol açacağını söylemek mümkündür. Bu değişiklikler yeni dinamikler ortaya çıkarabileceği gibi yeni dinamikler de yeni çatışma ve kriz noktaları yaratabilecektir. Bu kriz ve çatışma noktalarının dış politika üzerinde dahi etki yapması beklenebilecek bir durumdur.

Blood unites Iraqis




Despite the violence that continues to rip communities apart across Iraq, civil society organisations are coming together in the search for a better future, writes Nermeen Al-Mufti in Baghdad


Last Sunday, only one day before the Eid Al-Adha holiday, was one of the bloodiest days that Iraq has seen in recent months, with 13 car bombs and many road-side bombs being detonated in the central and southern provinces of the country, killing and wounding dozens of people, among them many women and children.

While the Iraqi security forces announced a code red alert for the Eid, the UN declared September to have been the bloodiest month in Iraq since 2008, with 979 people having been killed across the country.

The violence has been targeting mosques, markets, cafés and schools. The first day of the Eid began with more than 10 people killed and 28 wounded when an IED exploded as worshippers were leaving the Al-Quds mosque in Kirkuk after finishing prayers.

In order to protest against the ongoing violence, Dary for Relief and Medical Care, an NGO, has begun a campaign entitled “To be United through our Blood — Donate to Save your Brother,” the aim of which is not only to provide blood for the country’s blood banks but also to indicate that there are no real sectarian, religious and ethnic differences among Iraqis.

Donating blood is a way of expressing solidarity with the rest of the nation.

A group of young Iraqis have organised the work of the NGO, and though their sects, religions and ethnicities may be known through their names they refuse to answer questions regarding their origins. The only answer they give to such questions is that “we are all Iraqis.”

The first round of the campaign took place in the well-known Mutanabbi Street in Baghdad, and these young Iraqis managed to collect 400 donors with the help of a number of activists and volunteers who believe in peace and humanity.

The second round took place in a car park in one of Baghdad’s mixed neighbourhoods, and here too they managed to collect hundreds of donors.

Young activist Ahmed Agha, who volunteered for this noble task, said that “the purpose of the campaign is to provide a reserve blood supply for hospitals in Baghdad and other Iraqi provinces in cooperation with the Ministry of Health.”

He added that Iraqis were being targeted every day by terrorism, thousands were dying or being injured every month, and that every effort should be made to help the victims of terrorism and to spread the spirit of citizenship among Iraqis.

The idea began three years ago during the bloody sectarian war in the country that killed hundreds of thousands of Iraqis. According to Agha, it was at this time that “we began working on this idea, and though we had to confront many obstacles we eventually found many specialised health workers who supported it.”

Miaad Khudayir Shimmery, then a medical student at Baghdad University and now a doctor, was among the first to support the idea. Agha added that “we worked together for months to set up an NGO that would provide eight health programmes for the poor. Many young Iraqis, both men and women, volunteered to work with us. Our first programme is to provide blood reserves for hospitals suffering from shortages because of the violence.”

“We have been publicising our work through Facebook, Twitter, on public transportation and among our own families, relatives and friends. We now have a list of 400 donors who are ready to donate blood at any time, day and night.”

Dary is financed by membership fees of $20 paid by every member. But despite their commitment, these young Iraqis still face many obstacles, some of them put in their way by the country’s politicians, and they suffer from an absence of governmental support.

To continue their work, Agha said, they need the support of the Iraqi Ministry of Health, the UN and international organisations working in the healthcare field. The group does not accept financial support from political parties because these do not give their support without conditions.

Despite the daily obstacles, Dary activists are proud of their humanitarian work to bring about a present and future Iraq that is not crippled by sectarian and ethnic differences.

Another group of young Iraqis are trying to do their best for the country by uniting the efforts of young Turkmens. Ali Turkmen Bayatli, one of the group’s leaders, is working with a group of other Turkmens to hold a conference in Baghdad.

“We are a group of young Turkmens who are not involved in politics, and we are looking for ways to go beyond the stumbling blocks that are dividing Iraq. We are independent, finance ourselves, and do not intend to repeat the faults committed by the politicians,” he said.

Although these young Turkmens are clear about the work they want to do, some Iraqi politicians, especially those who have gained from the power-sharing established in the country, are against them, thinking that they have their eyes on the March 2014 elections.

“We are not after parliamentary or any other political posts,” Bayatli said, adding that “through uniting the efforts of the young Turkmens we can save the future of the community and help protect the unity of Iraq.”

On their Facebook page, these young Turkmens have declared themselves to be against sectarianism and have said that they do not belong to any political party. The organisers are also spending hours explaining the targets of the forthcoming conference.

The Turkmens are the third largest ethnic group in Iraq, they say, and the first to raise the unity of Iraq as a slogan in April 2003. For Bayatli and his colleagues, the forthcoming Turkmen conference in Baghdad will help to show the contribution of young Turkmens in deciding their country’s future.

Turkey says won't import energy from Iraq without Baghdad's approval

Turkey will not import energy from Iraq without the approval of the federal government in Baghdad, aware of its concerns after the autonomous Kurdish region said it would build a second oil pipeline to Turkey, Energy Minister Taner Yıldız said on Friday.

Kurdish-built pipelines, by offering a route to Western markets that bypasses national infrastructure, may encourage northern Iraq's Kurdistan Regional Government (KRG) to seek greater independence from Baghdad, with which it has been at loggerheads over oil-production contracts and revenue sharing.

"Turkey is aware of Iraq's concerns... and has given its guarantee that it will not permit any kind of oil shipments without the approval of the federal government in Baghdad," Yıldız told reporters, adding Turkey did not want to violate its existing energy agreements with Baghdad.

The KRG has been shipping small amounts of crude to Turkey overland by truck since 2012.

Baghdad has repeatedly warned any Turkish deals with the hydrocarbons-rich KRG may breach its agreements with Iraq.

A pipeline built by the KRG is already complete and is being tested before it begins carrying oil in early 2014.

Ashti Hawrami, the KRG's natural-resources minister, said on Thursday in İstanbul the region now wants to build a second link with Turkey as it targets production of 3 million barrels of oil per day eventually for export.

The second link is expected to run parallel to the ageing Kirkuk-Ceyhan pipeline administered by Baghdad.

Yıldız also said Turkey wants to boost energy cooperation with Baghdad, including raising capacity on the outdated Kirkuk-Ceyhan crude pipeline and building a new link.

The ageing double-pipe Kirkuk-Ceyhan is operating at a fraction of its capacity and is regularly knocked out of service by sabotage or technical faults.

"Increasing all of Iraq's revenue is among Turkey's aims. As long as political borders remain intact, Turkey is seeking to expand its energy parameters in every country," Yıldız said.

Turkey, with little hydrocarbons of its own, has boosted trade links and energy cooperation with the neighboring Kurdistan region of Iraq, raising the ire of Iraqi Prime Minister Nuri al-Maliki.

But Ankara may now be seeking to mend fences with the federal government in Baghdad, and its ally Tehran, as the crisis in Syria drags on. On Friday, the foreign ministers of Turkey and Iran met in İstanbul and signalled a thaw in their relationship over concerns about Syria.
