Turkish Officials: Israeli Drone Surveillance Data Given to PKK

Officials from the Turkish intelligence agencies are reporting that surveillance data collected by Israeli drones is being given to the Kurdistan Worker’s Party (PKK) in helping them plan operations against Turkish targets.
A new report says that the surveillance has been going on for awhile, and that Turkey has caught Israeli drones flying over its southern provinces. They also say that PKK leaders have repeatedly visited Israel in recent months, presumably to get access to the data.
The consequences of the move are so far unclear, but Turkish officials believe that the data was used to help the PKK set up training camps in Northern Syria in places where the presence of border patrol isn’t as strong.
The revelation could have serious consequences for Israel’s already strained relationship with Turkey. So far Israeli officials haven’t addressed the latest claims, but in September Foreign Minister Avigdor Lieberman urged Israel to begin arming the PKK to “punish” Turkey for perceived diplomatic slights.

Earlier before the Turkish army said 72 percent of the Kalashnikovs used by the PKK are from Russia, 15 percent from China and the rest from Hungary and Bulgaria. There were also claims by the Turkish intelligence service a PKK leader had talks with Russian arms dealers and negotiated the sale of Russian-made rockets. Therefore Turkish diplomacy was focused on convincing Russia to end alleged support for the PKK.There was also a claim a Russian national was part of a PKK hit squad that killed police officers in Turkey in July 2010.
According to analyst Svante Cornell Russia utilized the PKK as a lever against Turkey to deter possible Turkish support for Chechen insurgents. He also claims that the Soviet Union used to support the PKK in the 1980s

Kurdish separatism is a threat to the future of the Middle East
Turkey is one of the few democratic countries in the Middle East. With the advent of the Justice and Development Party (AK Party) government, Turkey made major improvements on human rights and democratization.
Turks and Kurds in Turkey have benefited from the consolidation of democracy in the Middle East. The recent rise of terrorist attacks by the separatist Kurdistan Workers’ Party (PKK) on Turkish military and civilian targets carries major risks of destabilizing the region. There are several domestic, regional and international reasons for the recurrence and the timing of these events.
Who is the PKK and what does it demand? The PKK is an acronym for the Kurdistan Workers’ Party in Kurdish. It was founded by Ankara-trained Abdullah Öcalan in 1978 and began to use terrorist attacks in 1984 for the first time. It aspires to establish an independent Kurdish state based on communist ideology in the area comprising parts of Iran, Iraq, Syria and Turkey. Financially it relies on illegal drug and human trafficking between Iran and Europe.
The early 1990s were the most troublesome period for PKK terrorism due to its internal struggles and instability in Turkey as well as the negative international situation. This was because the PKK movement found fertile ground in northern Iraq after the First Gulf War because Saddam Hussein’s forces were kept out of the north and the two other major Iraqi groups were fighting each other.
On the one hand, Hafez al-Assad’s Syria was supporting the PKK to pressure Turkey on border and water issues. It almost sparked a war between the two countries. However, subsequent events resulted in the capturing of PKK leader Öcalan by Turkey in 1999. It was a major blow to the PKK, which the US, the EU and Turkey consider a terrorist organization.
Unlike before, the AK Party improved Turkey’s human rights record and democratic standards. This also helped the Kurds with the opening of a Kurdish TV channel and Kurdish departments at universities. However, Prime Minister Recep Tayyip Erdoğan’s effort was hampered by Turkish and Kurdish nationalists both adopting a hard-line stance. The major nationalist party, the Nationalist Movement Party (MHP), rejected any bargain or dialogue, fearing that these concessions might lead to the dismemberment of the country. Similarly, Kurdish activists rejected the improvement of ethnic rights without involving Öcalan.
As it often happens, radicals of any kind do not like a middle ground. The continuing terrorist attacks create an emotional environment which results in any democratic initiative being framed as leeway for terrorism. Despite the fact that the Constitution bans any ethnic-based or religious-based parties, the ethnic Kurds had space for themselves within the democratic discourse. However, the political wing, the Peace and Democracy Party (BDP), of the Kurdish movement did not distance itself from the PKK and terrorism. Therefore, the BDP accepted nothing less than the unimaginable release of PKK leader Öcalan.

Not distancing themselves from violence also limits the BDP’s popularity even among Kurds as it won about 15 percent of the Kurdish vote since most Kurds still vote for the AK Party. In other words, the Kurdish region is the main battleground for the separatist PKK and the pro-integration AK Party. While the former wants a further division in the already divided Middle East, the latter seeks integration within the country and with its neighbors, including Syria, Jordan and Lebanon. Iraq and its Kurdish region are considered for such regional integration. The separatist Kurds, not all of them of course, want to dismantle the current Turkish, Iranian, Syrian and Iraqi territories and establish a communist Kurdish state in their place.
The foundation of a Kurdish state is an impossible project, but it is sufficient to create problems in the region. Such a state has no chance of survival, as Kurdish leaders of northern Iraq (e.g., Massoud Barzani and Jalal Talabani) have realized, but they continue to play the PKK card for an increased role in Iraq. In recent months their relations with Turkey have improved significantly, but they have to put more pressure on the PKK that is stationed in northern Iraq. Frequent terrorist attacks help hard-liners and make a peaceful solution impossible in addition to poisoning relations with neighbors.
Because of the escalation of terrorism in Turkey, Erdoğan’s AK Party may lose its majority in the upcoming elections next year. The sole alternative would be a coalition between the conservative nationalist MHP and the secular nationalist CHP. Their nationalist policies may alienate the moderate Kurds and even escalate ethnic tension, spreading to Iraq and destabilizing the whole region. Because the PKK is positioned in the mountainous north, the rise of terrorist attacks can force Turkey to turn to Iraq.
The escalation of terrorism and ethnic conflict in Turkey would create a big mess in the conflict-torn Middle East. The West must put more pressure on radical Kurdish activists operating in European cities by cutting the financial and human support they provide to the PKK. Similarly, the US must put more pressure on Kurdish leaders Barzani and Talabani not to allow the PKK unhindered operation in northern Iraq.
Like the Egyptian president who convinced al-Assad not to host the PKK leader in 1999, Arab governments can help Turkey overcome this terrorism by standing by the people of Turkey. Otherwise, the peaceful and rational Turkish experience led by the AK Party in the region will leave the ground for a nationalist government that might destabilize Iraq and damage relations with Kurds, Arabs and the West. Conflicts all around the greater Middle East can hurt and damage even the most stable countries in the globalized world.

UNICEF: PKK keeps child militants in its Camps

Copenhagen, May 24 (AKnews) - While the echoes of the links between a Kurdish satellite channel ROJ TV and the PKK is still continuing in Denmark; the photos of children being used as militants in PKK Camps have motivated UNICEF to act.
ROJ TV is a Kurdish satellite broadcaster which publishes in Kurdish and Turkish as well. The managing director of the Copenhagen-based TV Maonucher Zanaazi said he was in contact with Murat Karayilan, a leader of the PKK via satellite phone calls since a long time.
Now they are accused of links with PKK and the publishing of photos of children militants in PKK camps has deteriorated the issue.UNICEF's Denmark representative Steen Andersen said they will examine the issue after the publication of the photos in a Daneish daily Berlignske Tidende.
Young children being used as militants in the camps is an absolute clue of their rights being abused, Anderson said, before adding that they will send official UNICEF observers to the region to monitor the living conditions of the children in the camps. He said they will be following the developments in the coming days.

EU Terrorism Situation and Trend Report for 2010
Europol is the European Police office that aims to improve cooperation between the police of EU member states. It doesn’t carry out arrests. Europol describes the PKK as a ‘ethno-nationalist and separatist terrorist group’.
Europol warns that although ‘there were no major incidents, there is evidence that the PKK/KONGRA-GEL continues to have a significant potential for violence, which may be deployed if needed.’
Instead of attacks, Komalen Ciwan, the youth organization of the PKK/KONGRA-GEL, is active in protests in the EU, the Europol report notes.Europol also claims that the PKK/KONGRA-GEL is collecting money and support from Kurds in Europe and even argues that the PKK uses activities like extortion, human trafficking, drugs, arms smuggling and money laundering to raise money for the PKK rebels in the mountains of Northern Iraq (Iraqi Kurdistan).
The U.S. Treasury in October named Karayilan and two other PKK members "kingpins" in drug trafficking. Karayilan in an interview with Reuters denied the charge and said he was willing to open PKK rebel camps to investigators. He claims funding mainly comes from voluntary contributions from Kurds in Europe and from "customs duties" the PKK charges smugglers trading in fuel and household items between Turkey and Iran, he said.Also PKK-leader Zubeyir Aydar, who was listed as a narcotics dealer by the U.S. treasury, claims that the PKK is against the use of drugs

Turkish interior minister leaves for Iraq
Turkish Interior Minister Beşir Atalay left for Baghdad on Sunday in order to participate in a meeting between Turkish, Iraqi and US officials.
Atalay said the meeting would discuss measures and elements of the cooperation to eradicate the presence of the terrorist organization PKK in Iraq.
"We want to see a decisive end to the PKK presence in Iraq, their camps closed down and their leaders delivered to Turkey with the active support of our Iraqi brothers and U.S. allies," Atalay told reporters before his departure.
Atalay said he would voice Turkey's commitment to proceed with the government's recent drive to expand democratic rights and freedoms.
"I hope we will return from Iraq with more concrete results and decisions," Atalay said.
Atalay said he was also scheduled to meet with Iraqi Security Minister Sherwan al-Waili in Irbil.

Ülkeleri Irak’a ihanet edip de ülkelerini mi sattılar? Hayır. Türkmenlere bu kin, nefret, eziyet, işkence ve haksızlık nedendir? Diktatör ve totaliter ülkelerde bunlar yapılır, ama hani Irak’a demokrasi ve özgürlük gelmişti!. Irak’lı Kürtlerin yorumuna göre demokrasi ve özgürlük sözcüklerinin anlamı baskı, zulüm, işkence ve diğerlerine yaşama hakkı tanımamaktır.

Temmuz 1959’da Irak Türklerine de Kürtler tarafından bu katliamın aynısı yapılmıştı. 3 gün 3 gece Türkmenler vahşice öldürüldü ve bu olay, tarihe “KERKÜK KATLİAMI” adıyla geçti. Kadere bakın: Katliamın yapıldığı yolun kenarında (Simel) Irak Türkleri baskı, zulüm, işkence ve tutuklamalara maruz kalmakta ve bu durum karşısında, ne yazık ki, kimsenin kılı bile kıpırdamamaktadır. Galiba Irak Türkleri insan sayılmamaktadır.

Turkish PM says PKK still finds supporters in Europe

ANKARA, June 22 (Xinhua) -- Turkish Prime Minister Recep Tayyip Erdogan said on Monday that the outlawed Kurdish Workers' Party (PKK) can still find supporters in Europe.
Speaking at a luncheon with ambassadors of European Union (EU) member states to Turkey, Erdogan said "the terrorist organization PKK, which has the opportunity to exist and live in the north of Iraq, can still find supporters in some European countries."
Erdogan said that Turkey was facing threats of terrorist attacks that had international dimensions.
"Despite all our warnings, we cannot get the support we are expecting from some countries to cut the financial sources of the terrorist organization, to provide no grounds for terrorist propaganda, and to extradite the assailants," Erdogan said.
Erdogan said terrorism was also globalizing and those who were remaining indifferent to a terrorist organization today should not ignore the possibility that this terrorism might hit them one day.
"We hope Europe will take joint action and assume a common attitude against terrorism," he said.
Turkish security forces have conducted frequent operations against PKK militants in eastern and southeastern Turkey.
The PKK took up arms in 1984 to create an ethnic homeland in southeastern Turkey. So far, some 40,000 people have been killed in the past two-decade conflicts.
Turkey's military forces have taken tougher actions against the PKK after the country's legislature extended the government's mandate to launch cross-border operations against the rebels in northern Iraq.

Ex-PKK terrorists joining US army
Some ex-members of the terror organization PKK are being recruited to the U.S. army to join military operations in Afghanistan, broadcaster Kanal D reported on Tuesday.
Those joining the U.S. army as career soldiers are the ones who fled PKK camps inside northern Iraq, the report said.
The Ex-PKK members recruited by the U.S. office in the northern Iraqi province of Arbil are briefly trained in Baghdad and given new identities before being sent to fight against Taliban and al Qaeda in Afghanistan, according to the report.
The issue was also included in the intelligence reports of Turkey's National Intelligence Organization (MIT), police and gendarmerie forces, it added.
Kanal D also had a Syrian-origin PKK member confirm the report. The PKK member said at least 15 of his friends have joined the U.S. army.
U.S. officials promised green cards to PKK members in return for their service, the report also said.
The PKK is listed as a terrorist group by Ankara and much of the international community, including the EU and the United States.
Turkey has been carrying out military operations against the terror organization PKK both inside Turkey and in northern Iraq.

Turkey intensifies fight against terror, Iraq incursion possible
"The sole target of a possible cross-border operation will be the terrorist organization," Prime Minister Tayyip Erdogan told at his Justice and Development Party's (AKP) parliamentary group meeting.
Such an operation will be carried out "if need be, at the right time and under the right conditions with a view of obtaining the right result," Erdogan added.
Turkey has pledged to intensify a campaign to crush the outlawed PKK after Friday's attack, the deadliest against the military in a year.
Turkish war jets have been carrying out continuous operations inside Turkey as well as in northern Iraq after the attack left 17 soldiers killed and 20 others injured.
In the latest of these operations on Tuesday morning the military said its fighter jets attacked 21 PKK positions in Iraq's Avasin Baysan region and Turkish mountains bordering Iraq.
"IN SELF-DEFENSE POSITION"
Erdogan said a possible incursion would not target either Iraqi civilians or Iraq's unity and integrity, but underlined that his government was determined to protect itself.
"Turkey is in a position of self-defense when it comes to terrorism. Everyone should understand this," he added a day before parliament is set to vote on extending by one-year the government's mandate to order cross-border strikes.
The Turkish parliament is scheduled to vote Wednesday on whether to extend by another year the military’s authority to carry out operations in northern Iraq. The current mandate expires Oct. 17.
The Turkish army had launched an eight-day long cross-border operation in February and neutralized hundreds of PKK terrorists.
The leader of nationalist opposition party MHP proposed to create a buffer zone between Turkey and Iraq in order to prevent the infiltration of terrorists from the neighboring country.
WARNING IRAQI KURDS
The Turkish leaders also warned Iraqi Kurds to side with Turkey in combating PKK terrorists who use the autonomous north of Iraq as a springboard for attacks in Turkish territory.
"The best choice for the regional administration of northern Iraq is to cooperate with us against terrorist elements because the terrorist organization is a cause of regional unrest and tension," Erdogan said of the PKK, which is considered a terrorist group by the United States and the European Union.
"It is inevitable for those who cannot put a barrier between themselves and terrorism to be adversely affected by the struggle against terrorism," he added.
Turkey has long accused the Iraqi Kurds of tolerating the PKK on their territory where, it says, the militants enjoy support of the local administration and easily obtain weapons and explosives.
Iraqi authorities have repeatedly pledged to curb the PKK, but say the group takes refuge in mountainous regions to which access is difficult.

Three Germans abducted by PKK safe with Turkish Government
Three German mountaineers abducted by the outlawed PKK on a climbing expedition this month are safe with Turkish government, a Foreign Ministry spokesperson told Reuters on Sunday. The outlawed PKK separatists were forced to release the hostages when they were pursued by Turkish troops aiming to block their escape routes across the border, governor of Agri province told reporters. The PKK separatists left the hostages on a hill and fled, Gov. Mehmet Cetin told a televised news conference.
"Half an hour later, paramilitary forces picked them up," he said. Cetin added the three were in good condition and would be handed over to German authorities after a routine medical check.
"We have the German mountaineers. The Foreign Minister Ali Babacan has called the German Foreign Minister Frank-Walter Steinmeier to inform him," Foreign Ministry spokesman Burak Ozugergin told Reuters earlier on Sunday.
Five PKK separatists last week abducted the climbers, part of a group of 13 mountaineers from their camp at 10,500 feet on a mountain in the eastern province of Agri.
The outlawed PKK separatists had said they would hold the hostages until Berlin ended its crackdown on PKK in Germany.
German Chancellor Angela Merkel made a personal appeal for the release of the Germans, but Steinmeier at the time rejected the demands for a change in policy in return for their freedom.
The Turkish army had launched a wider search operation to rescue the German tourists and Mount Ararat has been declared off-limits until further notice.
The PKK, listed as a terrorist organization by Ankara, the European Union and the U.S. The group has in the past kidnapped people, among them soldiers, police officers, journalists and tourists.

He said the United States was working with Turkey and other countries to end the activities of the terrorist organization PKK, adding the best thing to fight against terrorist organizations like PKK and al-Qaida was to demolish the walls and cooperate.

Turkey, provided with intelligence on PKK movements in Iraq by the U.S., has stepped up military action against the PKK, which is listed as a terrorist group by much of the international community including the U.S. and the EU, since December, carrying out several air strikes and a week-long ground incursion into northern Iraq in February, where more than 2,000 PKK separatists take refuge.

The Azerbaijani Parliament is expected to discuss prospects of Armenian military support to the Kurdistan Workers’ Party (PKK), First Vice-Speaker of the Azerbaijani Parliament Ziyafat Askarov said to journalists on 10 April.
The Azerbaijani Defence Ministry reported that the Armenian Government sold ammunition in the sum of $2mln to the terrorist organization PKK.
PKK is recognized as a terrorist organization by the world. The Turkish Government carried out its operations for deactivation of the PKK terrorists in the north of Iraq.
According to Askarov, the Parliament should pay attention to the situation. In Armenia, terrorism is a state policy and Azerbaijan should expose the official Yerevan’s terrorist policy and inform the international community about the fact.

PKK à Verviers: suspects relâchés à cause d'un problème informatique!
La RTBF annonce que 26 des 29 femmes interpellées vendredi dans le cadre d'une vaste opération visant des proches du PKK (parti des travailleurs du Kurdistan) à Verviers ont été relâchées en raison d'un problème informatique !!!
Vendredi, diverses perquisitions avaient été menées simultanément à différents endroits en Belgique (Bruxelles, Verviers et Gemmenich) dans le cadre d'une instruction fédérale du chef de participation à des activités terroristes du PKK.
Vingt-neuf femmes originaires de différents pays (Belgique, Allemagne, Pays Bas) avaient ainsi été interpellées à Verviers en vue d'être auditionnées. Trois d'entre elles ont été placées sous mandat d'arrêt vendredi. Selon la police fédérale, les autres Kurdes interpellées auraient dû être prises en charge par l'Office des étrangers. Cependant, en raison d'un problème informatique à l'Office des étrangers, qui devait maintenir ces personnes à disposition de la police, les autres ont dû être relâchées.
Seuls les documents et le matériel informatique restent à la disposition des enquêteurs.

Dat meldt de RTBF.Vrijdag voerde de dienst terrorisme van de federale politie verschillende huiszoekingen uit in Brussel, Verviers en Gemmenich (provincie Luik). De huiszoekingen kwamen er op vraag van een onderzoeksrechter gespecialiseerd in terrorisme, met als opdracht bewijsmateriaal te verzamelen dat in verband gebracht kan worden met de Koerdische organisatie. Daarbij werden onder andere 29 vrouwen opgepakt. Drie van hen werden vrijdag al aangehouden, de andere verdachten vielen onder de verantwoordelijkheid van de Dienst Vreemdelingenzaken. Als gevolg van een computerprobleem bij de Dienst Vreemdelingenzaken moesten ze echter worden vrijgelaten. (belga/lpb)

Les menaces terroristes du PKK mettent les pieds sur le sol belge
Une vague de perquisitions s'est abattue, le vendredi 4 avril, sur les milieux soupçonnés de liens avec le PKK à Bruxelles, Liège et Verviers. Trente-six personnes, dont 29 femmes, ont été interpellées.
La présence importante du PKK dans l'Est de la Belgique n'est pas une nouveauté. Ce qui l'est, en revanche, c'est l'élément déclencheur: l'arrestation, le 21 mars dernier, dans le centre de Liège, d'un militant du PKK, qui participait à une manifestation à l'occasion de la fête du Nevruz.
Cet homme de 33 ans, résidant à Verviers est sous le coup d'un mandat d'arrêt international lancé par la Turquie pour sa participation à un attentat contre un poste de police, qui a fait 23 morts. Le terroriste a été écroué à la prison de Lantin, en attendant que les juges se prononcent sur son extradition.
Depuis lors, des menaces très précises auraient été formulées contre le policier en civil qui s'était infiltré dans les rangs du PKK et qui a participé à l'arrestation éclair de l'activiste. Ce policier fait l'objet de mesures de protection particulières. Mais les menaces du PKK viseraient aussi des commissariats de police. L'opération de ce vendredi, en préparation depuis plusieurs semaines, est-elle la réponse spectaculaire des autorités belges à la colère du PKK en Belgique ? En tout cas, elle ne supprime pas tout danger.
Le fait de PKK
Le PKK figure sur la liste noire des organisations terroristes établie par l’Union Européenne, les Etats-Unis et la Turquie.
Le PKK est une organisation considérée comme terroriste par l’Union européenne, les Etats-Unis, la Turquie et la Cour européenne des droits de l’homme, qui entretient des liens étroits avec les clans criminels kurdes, finance ses activités par le trafic de drogue et le racket, et bénéficie d’un large soutien (en argent, armes, etc..) de pays à l’hostilité chronique à l’égard de la Turquie et ayant des visées sur elle.
Le PKK a incendié, dès 1984 à l’est et au sud-est de la Turquie, les écoles de la région, tué les enseignants, miné les routes, abattus les médecins et infirmières - même aujourd’hui il continue à tuer d’innombrables innocents civils ou militaires - endommagé les transformateurs électriques, les installations de communication, les établissements industriels et les machines-outils. Il a condamné toute la population de région à la famine, à la misère et l’a privée d’enseignement.
En vue de se fournir en armes, munitions et autres, le PKK est en contact étroit avec les réseaux internationaux de trafiquant de drogue et entreprend rapidement le commerce organisé des stupéfiants entre le Moyen-Orient, la Turquie et surtout l’Europe.
Le PKK, que l’on a tout d’abord pris en Europe pour une organisation culturelle, s’y est implanté sous forme de diverses associations, centres culturels et bureaux de représentation. C’est d’ailleurs grâce à cette structure que les terroristes peuvent se livrer au trafic et à la vente de stupéfiants.

Les juges européens ont annulé jeudi une décision de l’UE de 2002 d’inscrire le PKK sur sa liste d’organisations terroristes. La décision annulée par le tribunal de première instance de la Cour européenne de justice remonte à 2002, lorsque la liste terroriste de l’Union européenne a été mise au point pour la première fois dans la foulée des attentats de 2001. Mais cette liste a été plusieurs fois actualisée en vertu de nouvelles décisions européennes.
La Cour européenne de justice, qui siège à Luxembourg, a annulé la décision du Conseil de l’Union européenne d’inclure le PKK dans la liste noire des organisations terroristes. La Cour a annoncé sa décision de retirer le PKK et le Kongra-Gel de la liste des organisations terroristes.
Osman Ocalan, en utilisant le titre de chef du PKK par l’intermédiaire de ses avocats au Luxembourg, où se situe la Cour, avait sollicité que le nom du PKK inclus le 2 mai 2002 dans la liste des organisations terroristes, soit retiré de la liste.
De nombreux pays de l’UE ferment ainsi les yeux sur les activités du PKK sur leur territoire respectif. Ces pays prétextent la différence de règlement juridique. Des associations ou fondations établies dans ces pays sont en étroite relation avec le PKK vendent de la drogue et forment des terroristes. Les autorités des pays en question ne montrent aucune réaction.
Le ministre turc de la Justice, Mehmet Ali Sahin, a néanmoins fustigé jeudi l’arrêt de la Cour européenne de justice (CEJ) annulant la décision de l’Union européenne en 2002 d’inscrire le PKK sur sa liste des organisations terroristes.
Le ministre turc a sévèrement critiqué la CEJ. "Les juges auraient dû bien réfléchir avant d’émettre un tel arrêt, qui affaiblit la lutte internationale contre le terrorisme", a déclaré M. Sahin à Karabuk, une ville du nord de la Turquie.
Le ministère turc de la Justice va étudier l’arrêt de la CEJ pour voir quelle contre-mesure il peut entreprendre, a indiqué M. Sahin.

Belgian police raid PKK offices, arrest 29 women in operation
A press release issued by the Belgian Federal Prosecutor's office said the operations targeted only individuals who partook in terrorists actions of PKK or supported them.
The operation which was launched and supervised by an interrogating judge in the cities of Brussels, Liege and Verviers was carried out in the scope of combat on terrorism.
Documents and computers were also seized in the raids by some 100 members of the country's anti-terror unit and local police in Brussels, Verviers and Gemmenich.
The Federal Prosecutor's office launched raids to residences and meeting venues of PKK supporters in Verviers region seeking for "concrete evidence".
The Luxembourg-based Court of First Instance said on Thursday that decisions made by EU governments in 2002 and 2004 to blacklist the two groups and freeze their assets were illegal under EU law. But both the EU and Turkey said the ruling was based on procedural grounds, and will not have any practical effects.
Turkish officials have repeatedly urged the Belgian authorities to take concrete steps against terrorist organization PKK in various platforms.
Turkey's Deputy PM Cemil Cicek had expressed Turkey's expectations from Belgium to take action against PKK at an international conference on security in Belgium in March.
"Turkey feels really uncomfortable about the activities of the terrorist organization PKK, which is on the list of EU's terrorist groups. Belgium is an EU country and Turkey is concerned about developments that would encourage terrorism," Cicek was quoted as saying.

EU court rules against Turkish PKK's inclusion on terror list

A European court on Thursday scrapped an EU decision to list the Turkish rebel Kurdistan Workers' Party (PKK) as a terror group, but a Brussels spokesman said the ruling would have no practical effect.
The PKK were placed on the list, which freezes funds, in 2002 after a string of attacks in Turkey.
The list has subsequently been updated several times which means the ruling by the European Court of First Instance in Luxembourg will have no immediate effect, a European spokesman said.
The EU's second highest court ruled that the inclusion of the PKK on the proscribed list lacked "an adequate statement of reason".
The court had followed similar reasoning in 2006 when annulling the listing of the Mojahedin People's Organization of Iran.
But the name of the Iranian opposition group remains on the latest version of the EU terror list along with 46 other entities including the armed Basque separatist group ETA, Sri Lanka's Tamil Tigers and the Islamist group Hamas.
In line with the 2006 court ruling on the PMOI, the European Council furnished the PKK with the reasons for its inclusion on the terror list. However the court ruled Thursday that this should have been done when the group was first included in 2002.
The PKK is considered a terrorist organisation by Turkey, the United States and the European Union.
More than 37,000 people have been killed since it took up arms for self-rule in Turkey's mainly Kurdish east and southeast in 1984.
The PKK brought action for the annulment, with backing from Britain.
The register was drawn up to respect a UN Security Council resolution adopted in the wake of the September 11, 2001 attacks which demanded that countries crack down on "terror" financing.
Those on it are subject to an asset and funding freeze.

Iraqi Kurds not ready to deliver on the PKK
Iraqi Kurds feel they are trapped between Iraqi Arabs and Iran and believe they have been let down by the Americans, said Soner Cagaptay, director of the Turkish Research Program at the Washington Institute.
The delegation was in Ankara Thursday to brief officials from the Turkish government.
The authorities of the Kurdish Regional Government (KRG) feel they bump into an Arab bloc on every issue, said Cagaptay, who held talks in Arbil, Suleymania and Dohuk. The KRG is facing a Sunni-Shiite bloc mainly on the government budget, the hydrocarbon law, and the issue of the status of Kirkuk. Payment of the salaries of the Peshmerga, the Kurdish military force, by the central administration is also an issue of contention between Baghdad and the KRG.Kurds are very disappointed that they are losing their former weight in the Iraqi central administration, said Cagaptay.
