THE ROLE OF ELECTRONIC MEDIA IN SOCIETY

Speech at the 5th Iraqi Turkmen Media Conference – Istanbul 
18-19  May 2013

With the dramatic expansion of various forms of electronic interchange, including electronic mail and the Internet, opportunities for communication across national boundaries, and cross-fertilization of ideas are greater than ever before.
The Internet's greatest strength is its ability to support simultaneous, interactive communications among many people, the Net allows information to flow back and forth among millions of sources at practically the same time.

The implication is that millions of people can be exposed to a medium in which they have an active role to play and can influence political as well as other outcomes. International social media such as Facebook permit interaction with the world and information can spread fast.

However, like newspapers, active use of the Internet requires literacy in English, for the most part, to enjoy the benefits.

We all know that the voices of the Turkmens have been completely stifled for decades in Iraq and that the Turkmens were not given equal opportunities to complete their studies at Universities in Iraq, this of course has seriously hampered their ability to compete with other Iraqis (Arabs and Kurds) and reduced their visibility with regard to the outside world.

I remember that 10 years ago when I was searching “Iraqi Turkmen” on the Net in order to find information on the subject, I was frustrated to find only a few inactive Turkmen websites, some poorly  written articles in English and nothing in French, Spanish, Dutch, etc. Ten years later however, things have changed, several Iraqi Turkmen websites and a few blogs dedicated to the Iraqi Turkmens are now present on the Net, thus facilitating the task of those who are interested in the subject.

Personally I started three blogs* in English and French about the Turkmens back in 2007, and I am glad and feel rewarded when people write to me and say: “before reading your blog I had never heard about the Turkmens of Iraq.”

I am not a professional journalist, but I did my best to inform people in Europe and the U.S. about the Turkmens, their culture, history and their plight in Iraq.  .

In order to have a greater impact and have more visibility on the Net, Turkmens need more qualified journalists who are fluent in the most internationally spoken languages, like English,  French, Spanish, German etc. and who can write about the Turkmen cause in international media and websites.

I still remember the days when Iraqi Turkmens were not mentioned at all, they were at best referred to as:  ‘the others’, i.e. ‘among the non Arab and non Kurdish ethnic groups of Iraq’.

An example which comes to my mind, is when in one of its programs about Iraq the French/German TV Channel ARTE when talking about the Iraqi people mentioned all Iraq’s ethnic groups except the Turkmens.

Dr. Aydinli, ITF EU Representative wrote to Madame Laurène L’Allinec, Director of TV Channel ARTE, to complain, saying that it was inadmissible on the part of a well known international TV Channel like ARTE to omit mentioning the Turkmens who are Iraq’s third main ethnic community and asking her to publish a correction concerning the Turkmens of Iraq on ARTE’s website.

Turkmens are lagging behind in communicating and in spreading their news, reports, editorials and books in English and other European languages and they need to catch up with their Arab and Kurdish compatriots and competitors, who have either trained their own journalists or are employing Western journalists to spread their news and write editorials or books about their causes and history.

Experience has proven that Turkmens can only rely on themselves, therefore young Turkmens should be encouraged to study journalism and/or write theses about the role and the importance - past and present - of the Turkmens in Iraqi society. 

We have had several young French graduates who contacted us and who came to visit us in Belgium, saying they wanted to make their thesis on the Iraqi Turkmens, unfortunately it seems that they have all abandoned their project after a few months, because they did not have the possibility – mainly due to lack of security - to spend some time in Turkmeneli (the Turkmen region in Iraq), to meet with Turkmens there who are competent to pass on accurate information, and to make some researches in Kirkuk and other Iraqi Turkmen cities.  Some of them did travel to Iraq, but unfortunately they stopped in Erbil or Suleymaniya and they started to write some papers about the Kurdish region instead.

To-day, we have here among us, Mr. Guy Munier, who is a well known French journalist/writer who has written articles about Iraq and about the Iraqi Turkmens and who has interviewed ITF EU’s representative Dr. Hassan Aydinli on several occasions.

Mr. Munier’s articles were published namely in the magazine Afrique-Asie, in Mondialisation Canada and on his website France-Irak Actualité.

Electronic Media development in Iraq should of course continue to be led and inspired by the Iraqis themselves.

We have all seen that in the Arab world, Tunisia, Egypt, Libya, Syria etc.  the role of bloggers and internet activists, in what is called ‘The Electronic Arab Spring’ was important to cover the events because of the restrictions the regimes imposed on journalists working in the mainstream media.

Electronic Media is a powerful tool of communication, it is the most dynamic form of all interactive media. In modern times it stands as the most powerful means of accessing information. It has changed the way people live and relate to each other. 

When most of the monopolistic media owned by some well known billionaires are spreading fake or partisan news, the electronic media are a very effective means to denounce such misinformation.

Electronic media has touched every sphere of the human aspect. In the present times, information and technology are interwoven with the society’s economic progress. The evolution of electronic media has had an overwhelming impact on the society. Nearly everybody is dependent upon technology, whether one is located in far off rural areas or is a part of the cosmopolitan circle, technology is ubiquitous.

Opportunities of communication have broken all barriers across national boundaries and have led to the germination of new ideas through the cross pollination of cultures. Electronic media has reduced distances, discrimination and disparities.

‘Interaction’ is the key element to good communication which is provided through the internet. The Information Revolution has helped level the global differences in terms of opportunities and economic development.

Telling the untold or little told story, giving voice to those whose stories have been overlooked is I think the positive aspect of the Electronic Media in our societies and it should be encouraged.

BBC: major Iraq birth defect study expected to show increase linked to conflict

The BBC has reported that a much anticipated study by the WHO and Iraqi Ministry of Health will show that rates of birth defects in Iraq are higher in areas that were subject to heavy fighting in 2003.

The report, broadcast on BBC World and available online features an interview with researchers at the Iraqi Ministry of Health (MoH). The researchers indicate that the report, which has been produced jointly by the WHO and MoH, will find that rates of birth defects are higher in areas of Iraq that were subjected to heavy fighting in the 2003 war. The publication of the final report, scheduled for early this year has been delayed, but the BBC's report offers a first glimpse at the results.

“The BBC’s report fits with our expectations from smaller localised studies and the reports of healthcare professionals in Iraq,” said an ICBUW spokesperson. “Naturally we will await the publication of the full report but should the findings and methodology prove to be robust, the study could add considerably to the pressure for action to reduce the legacy of modern conflict on public health. However more research will be needed to establish the precise risk factors responsible.”

The study was launched after concern was generated by reports from medical staff in cities such as Fallujah and Baghdad of spiralling rates of congenital birth defects. Fallujah, which lies in Anbar province, has become particularly notorious and medical staff and civil society organisations have argued that the increases are linked to environmental contamination from the US led attacks on the city in 2004.

Speaking at a workshop for the project in early 2012 Dr Hawrami Minister of Health of the Kurdistan Regional Government said: “There is a need for a comprehensive programme to learn more about birth defects in Iraq that could shed light on the incidence of various conditions, such as congenital heart defects and neurological defects, in different geographic areas over time in Iraq.” 
According to the WHO, the governorates in which the study has been conducted are Baghdad (Karkh and Rafafa), Diyala, Anbar (including the district of Fallujah), Suleimaniyah, Babel, Basrah, Mosul and Thi-Qar. Two districts were selected from each governorate (one as high risk and the other as a control).

The criteria for declaring a district as high risk is based on existing statistics showing a high number of congenital birth defect cases. A total of 10,800 households from 18 districts of the 8+1 governorates were selected as a sample size making it uniformly 600 households per district. All mothers in these households who were married, between the ages of 15 and 49 years, and who had a child with any congenital birth anomaly were included as respondents. Two-stage sampling was undertaken for each child; one before the onset of the 2003 war and the other after the onset of 2003 war.
The WHO in Iraq prioritised measuring the magnitude and trend of congenital birth defects at selected district level, identifying possible risk factors of congenital birth defects and assessing the burden of these conditions and impact on the health status of care providers.

Je remercie les organisateurs de cette conférence de m’avoir invité et donné l’occasion de dire quelques mots.

Je suis Français et connaît assez bien l’Irak pour y avoir effectué environ 150 voyages depuis 1974. J’y ai accompagné des journalistes, des hommes politiques, des universitaires, des hommes d’affaire… J’ai surtout été témoin des malheurs qui se sont abattu sur ce pays : guerre Iran-Irak, 1ère guerre du Golfe, embargo, 2ème guerre du Golfe… Mon dernier voyage a eu lieu en mars 2003, au cours duquel je me suis rendu à Bagdad et à Mossoul avec une délégation française de spécialistes des armes de destruction massive qui ont dénoncé – preuves à l’appui – les mensonges de George W. Bush et de Tony Blair. J’ai quitté Bagdad la veille du bombardement. Depuis, comme journaliste indépendant, je suis quotidiennement l’actualité de l’occupation du pays – ou de sa double occupation, pour être plus précis – ainsi que les activités de la résistance -  civile ou armée – et, pour revenir un sujet qui nous concerne tous ici : la volonté des dirigeants de la Région autonome du Kurdistan de s’emparer de Kirkouk et de territoires avoisinant gorgés de pétrole, peuplés depuis des siècles par les Turkmènes.

Mon premier passage au Pays des Turkmènes – appelés généralement en France : Turcomans – date de 1976. Membre permanent d’une association franco-arabe qui entretenait alors de bonnes relations avec l’Irak, j’accompagnai un cadre d’une chambre de commerce de Bretagne – région située à l’ouest de la France - qui souhaitait rencontrer les dirigeants de la Région autonome du Kurdistan, nouvellement créée. En visitant Erbil, je n’ai pu que constater que la ville était peuplée, pour une large part, de Turkmènes. J’y suis retourné trois fois ensuite et me suis aperçu que la proportion de Kurdes allait grandissante, ce qui me semblait tout naturel puisque la ville en quelque sorte la capitale du Kurdistan irakien. Je ne savais pas, à l’époque, que Saddam Hussein – alors vice-Président – avait quelques années plus tôt, autorisé Mustapha Barzani à « kurdiser » Erbil et qu’en dépit de la reprise de la rébellion – soutenue par les Etats-Unis et l’Iran de Chah -, c’est ce qui était arrivé sous la direction des partis et tribus kurdes liés au pouvoir central.

Quiconque a traversé, comme moi, les ponts sur l’Altun Su ou l’Aq Su à Altun Kopru ou à Tuz Khurmatu – ouest allé  à Tel Afar - s’est aperçu que les noms de lieux et la langue des habitants de la région sont différents d’ailleurs en Irak, qu’une minorité méconnue – les Turkmènes - est majoritaire dans toute une partie du pays. Depuis la chute de Bagdad et le déclenchement de conflits ethniques et religieux, grâce à Internet – et malheureusement aux attentats et aux massacres dont sont victimes les Irakiens, les médias font parfois mention des Turkmènes – on en sait plus, dans le monde sur les Turkmènes irakiens. En Belgique, l’Association des Amitiés Europe- Turkmènes et le Comité pour la Défense des droits des Turkmènes irakiens a brisé le silence qui entoure trop souvent leur situation. Mais, en Europe, nombreux sont encore ceux qui les assimilent à des colons Turcs installés par l’Empire ottoman. Très peu savent que leur présence est bien antérieure à la prise de Constantinople par les Ottomans.

Dans les années 1970, des intellectuels et des hommes politiques se réunissaient en Europe occidentale pour sensibiliser l’opinion publique au problème kurde. Je dis « problème kurde », mais en fait exclusivement kurde irakien. Aujourd’hui, les Turkmènes irakiens sont plus de 3 millions - c'est-à-dire à peu près le nombre des habitants du Kurdistan irakien dans les années 1970 – et rien ne les empêche d’en faire autant. Les outils de communication –Internet, Facebook, Twitter, You Tube… etc… - leur faciliteront la tâche et leur permettront d’atteindre sans grands frais beaucoup de monde. Ces outils doivent être utilisés au maximum, c'est-à-dire pas seulement en anglais, en arabe ou en turc. Il ne faut pas oublier le Français, l’Espagnole et le Portugais parlés en Afrique et en Amérique latine.

Pour nous, observateurs de ce qui se passe en Irak, il manque une agence de presse qui rendrait compte de l’actualité à Kirkouk et dans le Pays des Turkmènes. Par exemple, des élections provinciales viennent de se dérouler en Irak, on n’en connaît pas le détail. C’est dommage. Toutes les occasions devraient être bonnes pour parler des Turkmènes.

La Turquie pourrait contribuer – grâce à son expérience dans le domaine des médias – à la diffusion des informations qui nous nous permettraient de mieux informer l’opinion publique dans nos pays respectifs.

18-19 Mayıs günleri arası yapılmakta olan 5. Türkmen basın konseyi kurultayı Türkiye’nin İstanbul şehrinde başladı. Türkiye cumhur Başkanının Ortadoğu başdanışmanı Sn. Erşet Hürmüzlünün katıldığı bu kurultaya çok sayıda Türkmen, Arap ve yabancı basın mensupları da katıldı, saygı duruşuyla başlayan kurultayın açılış oturumunda Türkmen basın konseyi genel sekreteri Kemal Bayatlı bir konuşma yaptı, Bayatlı konuşmasında katılımcılara hoş geldi ifadelerinden sonra Türkmen basının yaşadığı sıkıntılara işaret ederek, bu sıkıntıların giderilmesi için nelerin yapılması gerektiğine değindi. Ayni oturumda Irak gazeteciler cemiyeti başkanı Mueyyet El-lami, Azerbaycanlı yazar ve düşünür Gazanfer Paşayiv , MHP millet vekili birer konuşma yaptı.


Türkiye cumhurbaşkanı Sn. Abdullah Gül’ün basın kurultayı katılımcılarına gönderdiği mesaj Sn. Erşet Hürmüzlü tarafında okundu. Ayrıca illerden sorumlu Devlet bakanı Turhan müfti ve çok sayıda şahsiyetler tarafından gönderilen tebrik mesajları okundu.


‘Medyanın siyasete etkisi ‘ sloganıyla kurultayın oturumu yazar Ahmet Hürmüzlü tarafında idare edildi.( Mehmet Bayat) adı altında olan bu oturumda: Mueyyet El-lami, Eyat El-Zamili, Sermet El-Tai, Gazvan Casim, Dr. Nebil Casim, Abdul cebbar Aziz birer konuşma yaptı.


( sosyal medyanın toplumdaki etkisi ) adı altında ikinci oturum düzenlendi, Kahtan Hürmüzlü adı verilen bu oturumu Türkmen Gazetecisi Nermin El-Müfti idare etti.


Bu oturuma, Fransa’dan Gilles Munier, Londra’dan Dr. Usame Mehdi, Mısır’dan Ebu Bekir Ebulmect, Belçika’dan Merry Fitzgerald, ABD’den Dr. Barbara aziz birer konuşma yaparak Türkmen halkının uğradığı haksızlıklardan yeterince bilgi edinmediklerine vurgu yaptılar.

Not- bu haber yazılırken kurultay çalışmaları devam etmekteydi gelecek saatlerde diğer oturumların haberini aktaracağız.

5. Türkmen Basın Konseyine hoş geldiniz,

Irak basını Türkmenlerle başlamıştır. El Zavra gazetesi Irak’ta ilk basılı yayındır. O günden bu yana çok ağır şartlar altında olsa da gazetelerimiz, dergilerimiz yayından eksik olmamıştır.

Bu uğurda canından olan ve şehit düşen gazetecilerimizi saygıyla anıyoruz. Yetmişlerin başında ilk şehit gazetecimiz Cevdet Avcı’yı ve arkasından meydanlarda şehit düşen ve yaralanan bütün medya mensubunu saygıyla anıyoruz.

Değerli Misafirler,

Açık yüreklilikle söylemek gerekir ki, 100 yılın üzerinde bir geçmişi olan Türkmen basını, bugün hala istenilen seviyeye ulaşamamıştır. Biz bunun için çabalıyoruz. Konseyimiz göz önüne bir takım hedefler koyup adım adım ona doğru ilerlemeye çalışıyoruz.

Yazılı ve görsel basınımızın çağdaş basın ilkelerine sahip olması ve dünyadaki medyada yerini alması için koşacağı kulvarda Irak’ta Türkmen sorununu da dile getirmesi başlıca hedefimizdir.

Bu noktadan hareketle, son iki yıl içinde ne yaptığımızı size aktararak zamanınızı almak istemiyorum.

Ancak şunu vurgulamakta yarar görmekteyim; kuruluşundan beri Konseyimiz Türkmen medyası için aşama aşama tavsiyeler ve kararlar almıştır. Sağ olsun pek çok Türkmen yayın organı konsey deklarasyonuna uyup sevindirici ilerlemeler kat etmiştir.

Konseyimiz Irak Türkmen sivil toplum örgütleri arasında en geniş yere sahip ve aynı anda en geniş kitleye hitap etmektedir.

Türkmen Basın Konseyi her dönem daha da büyüdüğünü, konseye katılımların çoğaldığını ve konseyde yer alma arzusunu her kuruluştan, her medya mensubundan üst üste gelen taleplerden anlayabiliyoruz.

Sadece Irak Türkmen medyası kuruluşları ve mensupları değil; Irak’ta Arap, Kürt ve Hıristiyan medya mensupları da katılıp konseyin kurultayını takip etmek istedikleri gibi Avrupa’nın pek çok ülkesinden de gazeteci ve medya mensubu kurultaya katılmaya başlamıştır. Bu durum bize mutluluk vermekte ve azmimizi artırmaktadır.


Değerli katılımcılar;

Dünyada medya çok hızlı gelişmekte ve genişlemektedir. Her gün yeni metotlar uygulanmakta ve yeni ekipmanlar ortaya çıkmaktadır. Bu gelişmeye ayak uydurmak kolay değil. Türkmen medyası ise Irak rejimleri tarafından onlarca yıl baskı altında tutulduğu ve ihmal edildiği için bu yarışta zorlanmaktadır.

Her şeye rağmen Türkmen medyası yarıştan kopmuş değil. Medya ve basın mensuplarımız kısıtlı imkanlarıyla seslerini duyurmaya, toplumla iç içe olmaya ve görevlerini yapmaya çalışmaktadırlar. Bura da bir İstisna gerekirse; Görsel alanda çok gerilerde kalan bir kuruluşumuzun durumu bizi üzmektedir. Ellerinde bulunan büyük imkanlar heder olup gitmektedir.

Değerli Misafirler,

Basında özgürlük kelimesi bazıları tarafından yanlış algılandığını görüyoruz. Fikir özgürlüğü insanların tüzel haklarına dil uzatmak değildir. Bireye, topluma saldırmak değildir. Medya güreş arenası değildir. Konseyimizin bu hususta çok muzdarip olduğunu baştan belirtmek istiyorum.

Medya dürüstlük, saygı, fikir, ileri görüş demektir.

Geçen 4. Kurultayımızda da anlatmıştım. Türkçe kelimeleri arasında hiç ama hiç küfür kelimesi yoktur. Türkçeye giren küfür kelimeleri hepsi başka dillerden güzelim Türkçemize girmiştir. Yanı bizim mayamız güzel sözlerle, hoşgörüyle yoğrulmuştur.

Bizim atasözlerimize bakıldığında düşmanımıza bile beddua etmeyiz.

“Allah düşmanımın başına vermesin” deriz, “Allah ıslah etsin” deriz.

Böyle bir anlayışa sahip olan Türk milleti gazete sayfalarında, internette ağza alınmayacak kelimelerin sarf edilmesi hiç ama hiç kabul edilemez.

Gazete sayfaları birer aynadır, okuldur. Hal bu iken, gazete yöneticileri, internet editörleri yayınladıkları her yazıda reytingi değil; yayınlayacakları yazı, yayınlayacakları yorum topluma ne kazandırdığını düşünmesi gerekir.

Değerli dostlar,

Irak çetin bir dönemeçten geçiyor. Pek çok odak mezhepçiliği, etnik yapıyı körüklemeye çalışıyor. Kardeşi kardeşe kırdırıyor. Bu hassas konularda gazeteler, televizyonlar, internet sayfaları art niyetlere alet olmamalıdır.

Irak’ta yasaların ne kadar kör topal işlediğini hepimiz biliyoruz. Ancak medya mensubunun Vicdanı en işlek yasa olmalı. Asla ve asla aktardığımız haberde ayrımcılığa sebebiyet vermemeliyiz.

Politikacıların demeçlerinde toplumu mezhep çatışmasına kışkırtıyorsa asla ekranlarımızda, gazetelerimizde yer vermemeliyiz.

Aynı toplumun ulusal kanalları hitap ettiği toplum arasında ayrımcılık yapması kabul edilecek bir konu değildir. Medyanın haber, bilgi aktarımında toplum katmanlarını iyi düşünmesi gerekir.

Çok yakın bir zamanda Bulgaristan seçimlerinde bazı televizyon kanalları tek taraflı davrandı. Buda halk arasında ters tepkiye yol açtı ve televizyon kanalının sık sık propagandasını yaptığı kişi değil propagandasız, reklamsız kişiler seçimi kazandı.

Yani ekran yöneticileri sokaktaki insanın, seyircinin hassasiyetine önem vermeli.

Seyirci akıllıdır. Bir tuşa basmakla televizyon kanalını kapatıp her şeyi tepe taklak eder, yalnız bırakabilir. İzlenmeyen medya okunmayan basın toplum tarafından yalnız bırakılmış öksüz çocuklardır. Umarım ki medyamız bu duruma düşmez.

Irak’ta Türkmen medyası ve basını uzun yıllardan sonra bir nebze olsun özgürlüğüne kavuşmuştur. 2003 ten beri Irak’ta yeni dönem, yeni rejim var. Ancak topluma karşı olan sorumluluklarını yerine getirirken; devletin de ona karşı sorumlulukları vardır. Sakın yanlış anlaşılmasın. Devlet müdahale etsin demiyorum. Fakat devletlerin toplumların kendilerini ifade edebilmeleri için bir takım kurumsal düzenlemeler yapmalıdır.

Irak hükümetinden Türkmen medyasına daha ilgi ve alaka bekliyoruz.

Destek bekliyoruz. Irak’ta bütün medya kuruluşları ile yan yana Irak’ımız için ne gerekiyorsa yapılabilmesi için elbette hükümetten destek bekliyoruz.

Taleplerimizin başında:

• Kerkük’te bir Türkmen Basın Konseyi binası istiyoruz.

• Türkmen basını için bütçede yer verilmesini istiyoruz.

• Pek çok iletişim mezunu olan Türkmen genci işsiz ve boşta. İletişim fakültelerinden mezun olan Türkmen öğrencilerini devletin televizyon ve radyo müesseselerinde kadroya alınmalarını istiyoruz,

• Yurtdışı mesleki iletişim eğitimlerinde Türkmen öğrencilerini mutlaka kontenjanlara dahil edilmelerini istiyoruz,

• Aramızda Irak Gazeteciler Cemiyeti Genel Başkanı var. Sağ olsunlar bizi kırmadılar kurultayımıza katıldılar. İşte fırsat bu ya kendilerinden Türkmen basın mağdurlarını kucaklamalarını bekliyoruz. Cemiyet üyelik sınavlarında haber hazırlama, aktarmalarda Türkçe/Türkmenceye de ver verilmeli. Bu bir ana yasal haktır.

Türkmen gazeteciler için Cemiyete üyeliklerinin kaydını ve Irak basınında yer verilmelerini istiyoruz.

Bu arada iğneyi kendimize batıralım. Büyük Türkmen iş adamları var. Özel kanallar açmalarını, gazeteler çıkarmaları yani modern ifadeyle Medya Patronları olmalarını bekliyoruz. Bizimde medya patronumuz var diyelim. Göğsümüz kabarsın. Tabii bu öneride bulunurken Türkmen Basın Konseyi Deklarasyonun ilkelerini unutmamalarını peşinen hatırlatayım.

Evet değerli dostlar,

Medya çağımızın en önemli aygıtıdır. Silahı demek istemiyorum. Medyayı silahla bağdaştırmak hoşlanmadığım bir ifadedir.


Değerli Dostlar,

Pek çok Türkmen medya mensubunu aramızda görmek isterdik. Onlar da aramızda olmak için çok hazırlıklı idiler. Ancak bazı idari ve idareci problemlerden dolayı, izinleri iptal edildi ve gelemdiler. O arkadaşlar bilsinler ki, bu kurultayda onların nefesleri aramızda olup onları manevi delege olarak kabul ediyoruz.

Çok isterdik ki büyük ustadlarımızı aramızda görelim; Ata Terzibaşı, Ali Marufoğlu, Fuat Hamdi, Vahdettin Bahattin ve diğerleri… Ancak sağlık durumları ve yol meşakkati katılmalarını engelledi. Buradan kurultayımız adına hepsine saygı ve hürmetlerimizi gönderiyoruz.

5. Kurultayımıza dünyaca ünlü ve özellikle Irak’ı defalarca ziyaret edip gazetecilik adına gerçeklerin peşinden koşan ve yazılarına aktaran pek çok yabancı gazeteci ve medya mensubu var. Amerika Birleşik Devletlerinden, Fransa’dan, Almanya’dan, İsveç, İsviçre, Kanada ve İngiltere’den medya emektarı aramızdalar. Onlara ayarıca teşekkür etmek istiyorum. Onlarında fikirlerinden yararlanacağız elbette. Onlara da hoş geldiniz diyorum.

Kurultayımızın başarılı geçmesi için desteklerini esirgemeyen TİKA’ya, BYEGM’ne, Türk Akraba Topluluğu Daire Başkanlığına, Prespectiv Turuzim şirketine, Green Park otel yetkili ve çalışanlarına ve 6 aydan beri didinip çalışan hazırlık komisyonunda Mehmet Tütüncü ve Şükran Kayacı beylere teşekkür ederim.

Tabii bizleri kırmayıp sizler değerli protokol ve delegelerimize de ayrı ayrı teşekkür ederim.

Iraq pledges legal action against Kurdistan oil exports to Turkey

The Iraqi government has vowed to take legal action against companies that export crude oil from the semi-autonomous Kurdistan region to Turkey.

Iraqi Deputy Prime Minister for Energy Affairs Hussein al-Shahristani said on Friday, “Any oil that is taken out of the country and payments not made to the Iraqi people through the central government is considered to be taking Iraq’s national wealth.”


“There are a number of means the Iraqi government is considering, and any responsible government would have the same priority to protect the wealth of the people,” Shahristani stated.
Crude exports from the Taq Taq oil field in the Kurdistan region to Turkey’s port city of Mersin have risen to more than 40,000 barrels per day (bpd). The exports, which began in early January, are expected to hit around 60,000 bpd by the end of June.

Ties have soured between Turkey and Iraq over the energy relations between Ankara and the Kurdistan Regional Government.

Shahristani also said Baghdad might take legal action against Ankara over its energy deals with Kurdistan, signed on April 3. The Iraqi official added that exporting oil to Turkey from Kurdistan was an act of smuggling that violated the Iraqi law.

On March 29, Turkish Prime Minister Recep Tayyip Erdogan said Ankara was negotiating the terms of an energy deal with Kurdistan.

Erdogan defended the deal as a “win-win” agreement for both Turkey and the Kurdistan Regional Government, claiming that the region had the right to use part of its energy resources with whichever country it wanted.
